Recently retired Police Chiefs, Sheriffs, Deputy Chiefs, and equivalent senior law enforcement leaders who want to stay engaged with the profession on a part-time basis.

 

What you'll do:

Conduct peer-to-peer outreach to law enforcement agencies in Wisconsin, introducing them to Operational Readiness for Police Officers: OUD — a four-hour, IADLEST-accredited online training program funded entirely through Opioid Settlement Funds, at no cost to the department.

 

Why this matters:

Wisconsin has Opioid Settlement Funds available to police, sheriff, fire, and EMS departments. Most chiefs do not know how to access them. You will be the bridge.

 

About Opioid Training Solutions

Opioid Training Solutions (OTS) is built around a single purpose: giving first responders the practical tools and knowledge they need to manage crises involving individuals with Opioid Use Disorder (OUD) and co-occurring mental health conditions.

Our courses are delivered fully online and self-paced, in partnership with 25+ accredited university partners across the country. We offer three discipline-specific programs — for law enforcement, fire and EMS, and corrections — so each course speaks directly to the realities of that role. Participants earn a university-backed certificate of completion. The training is fully fundable through Opioid Settlement Funds available to virtually every public safety agency in the United States, meaning departments train at no cost to their budget. Our team works directly with each agency to navigate the funding request from start to award.

We are expanding our network of Senior State Advisors — recently retired department leaders who help connect agencies in their home state with the program and walk them through the funding process.

What the Training Covers

Operational Readiness for Police Officers: OUD (ORPO) is a four-hour, online, self-paced course that prepares officers to handle crises involving Opioid Use Disorder and co-occurring Substance Use Disorders (SUD) or Mental Health (MH) conditions with empathy, safety, and precision. The course is built around the CARE approach — Calm the situation, Assess for danger, Respond with empathy, and Engage resources — a practical framework officers can apply in the field.

Across four modules, the course covers:

  • Understanding OUD & co-occurring conditions, including anxiety, depression, and PTSD; recognizing the signs of overdose; legal considerations; and responding to an opioid overdose emergency, including naloxone administration
  • Crisis intervention for OUD, including verbal and non-verbal de-escalation techniques for high-risk encounters
  • Best practices for field collaboration: harm reduction, an introduction to Medication-Assisted Treatment (MAT), motivational interviewing, identifying readiness for treatment, making referrals, and building local referral networks with Crisis Intervention Teams (CIT) and community resources
  • Real-world application of the CARE approach through scenario-based exercises, including handling crises in public and residential settings

Each module includes video presentations, discussions, hands-on assignments, knowledge challenges, reference posters, and eBooks. Participants receive a workbook, a comprehensive National & Local Resources guide, supplementary field guides, and a university-backed certificate and badge upon completion.

How It Works for Departments

Implementation is designed to avoid operational disruption. The department provides a roster, OTS enrolls participants in the online platform, officers complete the course at their own pace, and OTS returns CEU credits and completion reports to the department. There is no in-person delivery, no subcontractors, and no naloxone distribution.

The Role

As a Senior State Advisor, you will dedicate 15–20 hours per week to outreach and relationship-building within your state's law enforcement community. You will work alongside an OTS Regional Director and our home-office team to move interested agencies from first conversation through funded enrollment.

Specifically, you will:

  • Conduct peer outreach to police chiefs, sheriffs, and command staff in your state via phone and email
  • Leverage your existing professional network and extend reach across the state
  • Represent OTS at state and regional Chiefs' meetings, sheriffs' association events, and law enforcement conferences
  • Help agencies navigate the Opioid Settlement Fund request process so the training is delivered at no cost to them
  • Coordinate weekly with our team to keep momentum on active conversations

Required Qualifications

  • Retired within the last 24 months from a senior leadership role: Chief, Sheriff, Deputy Chief, Undersheriff, or equivalent command-level position
  • Currently reside in and retired from the state in which you served
  • Comfortable with consistent, professional outreach to peers — this role rewards persistence and follow-through
  • Self-motivated and able to manage independent outreach with minimal supervision

Preferred

  • Held an officer or board position in a state Chiefs of Police Association, Sheriffs' Association, or equivalent professional body
  • Majority of service in an agency with primary 911 responsibility serving a county or city with a population of 25,000 or more
  • Established relationships across multiple agencies and jurisdictions in your state
  • Comfort using a CRM or spreadsheet to track outreach activity

Compensation & Support

  • $50/hour stipend
  • Mission Bonus: 10% on training contracts secured
  • Business expenses covered, including conference attendance, association meeting sponsorships, and travel
  • Marketing and administrative support provided by our home office

A Note on Our Mission

OTS works with all first responder disciplines and offers three parallel courses: Operational Readiness for Police Officers: OUD (ORPO), Operational Readiness for First Responders: OUD (ORFR) for fire and EMS, and Operational Readiness for Corrections: OUD (ORCO).
